Basic Principle 1

Fostering a “spirit of respect for human rights” and a “will to contribute towards society”

In Tokyo, where a diverse variety of people live together, there is a need to foster in all adults and children a correct understanding of the philosophy of respect for human rights, thoughtfulness, and an acceptance of the basic rules of community life, as well as a spirit to contribute towards society.

To this end, the Tokyo Metropolitan Board of Education will enhance human rights and spiritual education. We will promote education that will instill individuals with a sense of independence and public morality through deepening their awareness of rights and duties, and liberty and responsibility.

Basic Principle 2

Development of a “rich individuality” and “creativity”

With advances in globalization and the information technol- ogy revolution, there is a need in Tokyo to foster in each and every child an aptitude and the ability to think, judge and express themselves in a way that responds to social changes while living in an international society.

With the aim of improving basic scholastic abilities to this end, the Tokyo Metropolitan Board of Education will place importance on education that increases children’s individuality and creativity. We shall also promote education that fosters Japanese people to be able to live in international society.

Basic Principle 3

Enhancing “general education skills” and “lifelong learning”

In the face of a falling birthrate and the aging of society, Tokyo aims to improve general education skills. In addition to society as a whole supporting the healthy development of children, there is a need for each and every citizen to study throughout their life and contribute towards society.

To this end, the Tokyo Metropolitan Board of Education aims to enhance the influence of families, schools and local communities in the educational process and promote cooperation among these three domains. It also aims to enhance opportunities for social participation throughout citizens’ lives and to familiarize citizens with the idea of voluntarily engaging in study, sports and culture.

Basic Principle 4

Promoting “citizens’ participation in education” and “school management reforms”

It is our duty to carry out educational reforms for the 21st century. There is the need to step up cooperation among families, schools and local communities.

There is also the need to encourage citizens’ participation in education, and to develop a strong educational administration that places additional importance on a sense of citizenship and manage- ment.

To this end, the Tokyo Metropolitan Board of Education will cooperate closely with municipal boards of education to press ahead with educational administration that has a broad perspec- tive but nevertheless remains based on local characteristics. We will also support reforms for self-directed school management with the aim of creating attractive schools that are trusted by citizens.
